New Students Applying for Veteran Benefits

Veterans if you are applying for VA Education Benefits for the first time, please note the following guidelines:

Chapter 33 (The Post 9/11 Veterans Educational Assistance Act)

Visit the Department of Veterans Affairs website for complete eligibility and entitlement information, or call the GI BILL® Hotline at 1.888.442.4551.

Review the Department of Veterans Affairs website for information on the VA Education Benefit Programs Comparison Chart to ensure you are electing the benefits best suited for you. Note: The Post 9/11 GI Bill® is an irrevocable election.
  1. Complete the application for VA Educational Benefits after you have reviewed eligibility and entitlement information. You may obtain a VA new student packet from the CCBC VA office or complete the VA online application, as linked on the VA website (keep a copy for your records and send required documents).
  2. Copy of VA Application required or VA Certificate of Eligibility (COE) and include all CCBC VA forms to VA Certifying Official, with DD-214, or Military orders, and Kicker Contract documentation.
  3. Complete and submit the CCBC Veterans Request for VA Educational Benefits Certification form.
  4. Once registered for classes, submit a copy of the Schedule / Bill and copies of all Academic Advising paperwork.
  5. All Waivers and Tuition Assistance Contracts must be applied to the Schedule Bill before the VA Enrollment Certification VA Educational benefits is completed.
  6. Submit all paperwork to your CCBC VA Office Attn: VA Certifying Official.
  7. Important note: Student is required to advise VA Certifying Official of Class registration and request a special VA HOLD to protect registration status.

Please note: the Veteran must apply to transfer benefits with the Dept. of Defense (DOD) and an approval email response must be submitted with the VA Application for Transfer of Entitlement, (Form 22-1990E)

Chapter 30 (Montgomery GI Bill ® - Active Duty Educational Assistance Program)

  1. Complete and submit the VA Application for Educational Benefits (Form 22-1990). You may obtain a new VA student packet from the CCBC VA office or form can be downloaded from the VA website. The application can be completed online with the VA (keep a copy for your records and send with required documents).
  2. Copy of your DD-214 member copy 4 must be submitted. Submit a copy of the Kicker Contract documentation.
  3. Complete and submit the CCBC Veterans Request for VA ED Benefits Certification form.
  4. Once registered for classes, submit a copy of the schedule / bill and copies of all academic advising paperwork.
  5. Submit all paperwork to your CCBC VA Office. Attn: VA Certifying Official.
    • Important note: Per VA Regulations submit a copy of your VA Certificate of Eligibility (COE) to the CCBC VA Office.

Chapter 1606 (Montgomery GI Bill ® - Selected Reserve Educational Assistance Program)

  1. Complete and submit the VA Application for Educational Benefits (Form 22-1990). You may obtain a new VA student packet from the CCBC VA office or form can be downloaded from the VA website. The application can be completed online with the VA (keep a copy for your records and with required documents).
  2. Obtain copy of the Notice of Basic Eligibility, NOBE, and (Form DD-2384); obtain form from your unit. Submit a copy of the Kicker Contract documentation.
  3. Complete and submit the CCBC Veterans Request for VA ED Benefits Certification form.
  4. Once registered for classes, submit a copy of the schedule / bill and copies of all academic advising paperwork.
  5. Submit all paperwork to your CCBC VA Office. Attn: VA Certifying Official.
    • Important note: Per VA Regulations submit a copy of your VA Certificate of Eligibility (COE) to the CCBC VA Office.

Chapter 1607 (Reserve Educational Assistance Program -REAP)

  1. Complete and submit the VA Application for Educational Benefits (Form 22-1990). You may obtain a new VA student packet from the CCBC VA office or form can be downloaded from the VA website. The application can be completed online with the VA (keep a copy for your records and send required documents).
  2. Obtain copy of the Notice of Basic Eligibility, NOBE, and (Form DD-2384), obtain from your unit. Submit a copy of the Kicker Contract documentation.
  3. Submit copies of all active-duty documents in response to a war or national emergency, such as military orders or DD-214.
  4. Complete and submit the CCBC Veterans Request for VA Educational Benefits Certification form.
  5. Once registered for classes, submit a copy of the schedule / bill and copies of all academic advising paperwork.
  6. Submit and forward all paperwork to your CCBC VA Office. Attn: VA Certifying Official.
    • Important note: Per VA Regulations submit a copy of your VA Certificate of Eligibility (COE) to the CCBC VA Office.

Chapter 31 (Veteran Readiness and Employment)

  1. The Dept. of Veteran Affairs Rehabilitation Counselor must provide you with the Authorization and Certification of Entrance or Re-entrance into Rehabilitation and Certification of Status, (Form 22-1905). CCBC must have a copy from DVA on file.
  2. Complete the CCBC Veterans Request for VA Educational Benefits Certification form.
  3. Once registered for classes, submit a copy of the schedule / bill and copies of all academic advising paperwork.
  4. Submit and forward all paperwork to your CCBC VA Office. Attn: VA Certifying Official.
Important note: Student is required to advise VA Certifying Official of Class registration and request a special VA HOLD to protect registration status.

Chapter 35 (Application for Survivors and Dependents Educational Assistance Form)

  1. Complete the VA Application for Educational Benefits, (Form 22-5490). You may obtain a new VA student packet from the CCBC VA office or form can be downloaded from the VA website. The application can be completed on line with the VA (keep a copy for your records and send required documents).
  2. Complete the CCBC Veterans Request for VA Educational Benefits Certification form.
  3. Once registered for classes, submit a copy of the schedule / bill and copies of all academic advising paperwork.
  4. Submit and forward all paperwork to your CCBC VA Office. Attn: VA Certifying Official.
    • Important note: Per VA Regulations submit a copy of your VA Certificate of Eligibility (COE) to the CCBC VA Office.

In accordance with the Veterans Benefits and Transaction Act, Section 3679 of Title 38 amendment:

CCBC will not charge a student whose charges are fully covered by VA Chapter 31 or VA Chapter 33 a delinquent account fee or place any holds restricting access to registration, transcripts or any college services while payment from the Department of Veterans Affairs is pending, so long as the student has provided the required Certificate of Eligibility by the first day of class and paid any amounts not covered by their Veteran benefits, such as books, and tuition and fees not funded by their benefits.
